Why did the Founding Founders create a weak national government under the Articles of Confederation?

The Pilgrams just left Europe where they had no control over their religion. The pilgrams wanted more freedom in their lifestyle so they left to start a new country where they could control how much power the governement had. Hence how the first form governement was one that had little power. In all prevention of becoming repressed under governemnt again.
