Do I have to simplify 13/28?? If so can someone pls help me! :)

No, the numbers can't be simplified.

13 is prime so unless the denominator is a multiple of 13 you cannot simplify this fraction.  28 is not a multiple of 13 so you are done

13/28 is a simple as it gets
