It was due to the Civil that began in 1857 which led to
bankruptcy leaving the government no choice but to proclaim a halt to payments
of foreign debts. This prompted to a
joint action by Britain, France and Spain to take control of a customs house
located in Vera Cruz in 1861. Though the
British and Spanish left, the French continued their occupation.
