The factors, (9x - 4) and (9x +4), are obtained from factoring the sums of two square. Their product is obtained by subtracting the square of the second term from the square of the first term. 
 
                               (9x)² - (4)² = 81x² - 16

The values of a and b are 81 and 16, respectively. Therefore, the answer is 81.
