I would think Effect because we built up our power and leading is an effect
Both, it causes many things (i.e. culture developments, manufacturing changes, more important things I don’t want to explain) and was caused by many things (e.i. Revolutionary War, Rise of the Steel Industry, cotton farms in the south, etc)
