Its an electron withdrawing element with its high electronegativity it pulls the electron density from the sigma bond closer to it, making it more negative

The oxygen side of a water molecule is.B. slightly negative. The partially negative charge is born from the oxygen atom which has a negative 2 charge. The positive charge  of the hydrogen is born from the hydrogen atom which has inherently positive charge.
