Cuba and Puerto Rico were both spanish colonies. Puerto Rico is however was accepted as part of U.S. as a common wealth .Cuba is embargoed. Panama has canals that help ships get from Atlantic to Pacific and vice versa quicker. Mexico is an entirely different and independent country.
