An entitlement is a government program which guarantees an access to some benefits by members of a certain group and this is based on official rights or by legislation. Entitlements affect government spending because these entitlements are being paid by the government. A lot of money is spent on entitlements because it is based on the law that it should be paid and that it affects the economy annually which cannot be controlled.
