It was a sincere democracy

Explanation:

i haven't visited this since 6th grade and freshman year but its very well know  that Athens was the first true democracy. they had a 500 member council, and anyone was allowed to attend the rallies that they held multiple times a month,  everyone got a say to address their thoughts.
