a bill must be passed by both houses and the bill must win a majority vote and be approved by the governor of new jersey. The legislature also proposes the amendment to the New Jersey constitution and then the vote in order to be passed must be approved by three fifths of each house and then it will be placed on the ballot in November for a public vote
