8^(x + 3) = 16^(x - 1)
(2^3)^(x + 3) = (2^4)^(x - 1)
(2)^3(x + 3) = (2)^4(x - 1)
Then
3(x + 3) = 4(x - 1)
3x + 9 = 4x - 4
4x - 3x = 9 + 4
x = 13
