I think it's false. For example, when tectonic plates shift/meet, it causes an earthquake. Earthquakes can cause serious damage, (like trees falling, water ending up where it shouldn't be, animals' habitats being disturbed, etc.), so I would say that it's false that the climate is not directly effected by the movement of tectonic plates because it effects it greatly.
