Which of these is the best explanation for why two negatively charged balloons, if put close, will repel?

I cannot see your options, but my best guess is that the same charges repel, and different charges attract. If one of the balloons was positively charged, they'd attract, but because both of them are negative, then they repel. If that's not an option then let me know and I can edit my answer :)
