This may not answer your question because this is what South Africa has already done to get rid of discrimination and violation of human rights. South Africa's Promotion of Equality and Prevention of Unfair Discrimination Act (PEPUDA) prohibits "hate speech". It also prohibits discrimination against race, gender or sex, pregnancy, marital status, etc.
