The width of a rectangle is 12 units. Can the perimeter x of the rectangle can be 60 units when its length y is 18 units?

Sure it can.   If we add the length (y), which is 18 and the width (12), we get 30 units.  Since that is half way around the perimeter of that rectangle, the other half must also be 30 units.  Together the total perimeter x of that rectangle is 60 units.
