Surveys respondents should be informed before hand itself that the survey results with either be anonymous or public. This helps in weeding out answers that can be skewed due to the concerns of the respondents that their private views are out in the public. They still can respond without bothering about their views being public also. But ultimately, exposing the results and showing the names, the choices have to be made public beforehand itself.
