the most likely outcome in this situation is The president's party will prevail
The rule regarding this situation is written on the 
Article I, Section 3 of the Constitution.
According to this section, the Vice president  has no vote on the bill UNLESS there is a 50-50 result. Since vice presidents are most likely aligned with the president, The president's party will most likely prevail
