The measurement with the highest weight has more matter.  
We shall convert all expression to kg.  
350g to kg = 0.350 kg 
1 kg is equals 100000 cg 
Then x kg is equals 3.5 * 104 cg. 
Hence 3.5 * 10^4 cg = 0.35kg 
Also 1 kg equals 10 hg 
Then x kg equals 3.5 * 103 
So x = 350 kg. Hence 3.5 * 103 hg is the answer
