Who argues that technology does not irreversibly shape the way we live, work, and interact in this world?

It would be Technology neutralists such as Langdon Winner.
Technology neutralist believes that Technology is JUST a tool for interaction, but the basis of the interraction process is basically will remain the same.
Even though they do not deny that technology gives a lot of changes, they believe that the process could easily be reversed back anytime.
