How does the first amendment guaranteed freedom of expression

Let's take a look at the text of the First Amendment:

"Congress shall make no law  (...) abridging the freedom of speech, or of the press; "

- the first amendment literately says that  Congress cannot take any steps towards limiting the freedom of Speech.
