That would be true. Unless there is symptoms and signs a virus can go undiagnosied for long periods of time. For example, some viruses have a period of what is called latency which is when the virus is at low levels and reproducing slowly and few people will have symptoms. Some viruses that have these periods are HIV, HSV 1, retroviruses.
