In what ways do the ninth and 10th amendments protect citizens

9th and 10th Amendments had a common theme: that of ensuring that many rights, those that were not explicitly given to the federal government, were in the hands of the people. 

Said differently, the government can only do what it's allowed to do according to the constitution, and nothing else. This protects citizens by limiting the power of the government.
