The formula for a vertex form equation is
[tex]y = a(x - h) + k[/tex]
in which (h,k) represents the vertex

Your equation is in vertex form, if you mpve the -7 to the other side you will get
[tex]y = - \frac{1}{16} (x - 10) ^{2} + 7[/tex]
because you have to add 7 to both sides

based on the equation,
h=10
k=7
(h,k)=(10,7)

your vertex is (10,7)
