standard form of a circle is x^2 + y^2 = r^2
  and using h & K = the center
(x-h)^2 + y-k)^2 = r^2

(x-4)^2 + (y+3)^2 = 5^2

equation:
(x-4)^2 + (y+3)^2 = 25
